Concept Paper on e-Learning for ACMECS


Background

Enhancing the knowledge level of peoples is an area of vital importance in national development. The e-Learning project in ACMECS aims to increase efficiency in the provision of education by making use of modern communications technology. E-Learning in ACMECS focuses on human resources development for education professionals in the area of technology utilization and application, and integration of technology into education programs. Building on Thailand’s experiences in technology, education and institutional networks, country-specific and language-specific educational programs in other ACMECS countries can be further developed towards international standards at both the secondary and university levels.

Objectives

• Institute e-Learning in ACMECS countries, with capacity for scaling up in the future.
• Raise the standard of education in ACMECS countries towards international levels in an expeditious manner.
• Promote the sharing and exchange of ACMECS member countries’ languages in the region.
• Contribute to and complement existing sectors of ACMECS cooperation.


Implementation

The time-frame for the project is 3 years. Project activities shall comprise the following:

  1. Conducting, in coordination with relevant authorities, a study of the readiness level of ACMECS countries for the commencement of the e-Learning project;
  2. Selection of educational institutions from each country to be included in the project;
  3. Selection of professionals to undergo training in the components of E-Learning, which include media development, electronic courses and computer network maintenance;
  4. Conducting trial programs for 2-3 classes for one semester in order to assess program adjustments needed;
  5. Launching of the e-Learning project to reach every student enrolled in selected educational institutions;
  6. Further development of instructors from each country through training programs to allow the expansion of the project to include other educational institutions. This includes building a reserve of educational professionals who can further develop electronic media and courses tailored to local needs.
  7. Follow-up and evaluation of all activities undertaken.
